# Is Moving From Claims to Underwriting Right for You?

A complex liability claim rarely arrives with a neat answer. It requires someone to test the facts, interpret the policy, assess competing versions of events and make a commercially sound decision under pressure. Those are not simply claims skills. They are valuable underwriting capabilities, which is why moving from claims to underwriting is a credible progression for many experienced insurance professionals.

The move is not automatic, however. Claims and underwriting sit on different sides of the risk lifecycle. A claims professional investigates what has happened and determines the insurer's response. An underwriter assesses what may happen, decides whether to accept the risk and sets terms that make commercial sense for the portfolio. The strongest transitions recognise both the overlap and the gap.

## Moving from claims to underwriting: why it works

Claims professionals have direct exposure to the consequences of underwriting decisions. They see how a loosely drafted endorsement, an inadequate sum insured, an undisclosed occupancy change or a poorly understood contractual liability can alter the course and cost of a claim. That experience brings practical risk judgement that is difficult to develop solely through submission review.

For underwriters, this perspective can be particularly useful in casualty, property, motor fleet, workers compensation, construction, professional indemnity and financial lines classes. A claims professional who has handled recurring loss drivers can recognise the warning signs in a proposal: weak risk controls, questionable contractual arrangements, inadequate maintenance, poor claims history explanations or a mismatch between the insured's operations and the cover sought.

The transfer is also commercially relevant. Good underwriting is not only about declining unattractive business. It is about identifying risks that can be written with the right information, conditions, deductibles, sub-limits and premium. Claims experience can support that judgement because it connects policy wording and risk selection to real financial outcomes.

Employers often value candidates who can communicate this reasoning clearly to brokers. A broker does not need a generic rejection. They need to understand what information is missing, which risk features require attention and whether there is a workable path to cover. Claims professionals with strong stakeholder management are often well placed to have those conversations.

## The shift from responding to selecting risk

The most material adjustment is mindset. In claims, the file is generally already in force and the task is to establish coverage, liability, quantum and resolution strategy. In underwriting, the decision is prospective. The underwriter must evaluate incomplete information, balance growth against loss exposure and protect the quality of a broader book of business.

That means a technically capable claims professional may still need to develop confidence in rating, appetite and portfolio management. Understanding why one risk is acceptable at a particular price, while another needs different terms or should be declined, goes beyond knowing how prior claims were settled.

Underwriters also work within delegated authorities, reinsurance structures, capacity requirements and distribution strategies. The job may involve broker development, renewal retention, new business conversion and service standards alongside risk assessment. In an insurer environment, the focus may be on a defined product and portfolio. In an underwriting agency, it may be more entrepreneurial, with closer exposure to authority limits, carrier relationships and product positioning.

Neither environment is inherently better. The right first underwriting role depends on the candidate's class expertise, appetite for broker-facing work and interest in the commercial mechanics behind a portfolio.

## Where claims candidates can face a skills gap

The gap is usually not insurance knowledge. It is proof of underwriting readiness. Hiring managers will want evidence that a candidate can analyse a submission before a loss occurs, make a defendable recommendation and understand the financial impact of the decision.

Pricing is commonly the biggest development area. A claims professional does not need to arrive as an actuary, but should understand the factors that influence premium, such as exposure, turnover, payroll, asset values, claims frequency and severity, deductibles, catastrophe exposure and market conditions. They should also be able to discuss loss ratios at a practical level and explain why a risk might require adjusted terms rather than a simple yes or no.

Product and wording knowledge may need sharpening too. Claims teams often become expert in the policies and issues they handle most frequently. Underwriting requires a wider forward-looking view: what the policy is designed to cover, where exclusions and conditions apply, what information changes the risk and which extensions are appropriate for a particular insured.

The final gap is commercial ownership. A claims role may involve negotiating outcomes with insureds, brokers, lawyers, repairers and experts. An underwriter must also be comfortable pursuing new business, managing broker relationships and taking accountability for decisions that affect premium income, capacity and portfolio performance.

## Build a credible pathway before applying

A move into underwriting is stronger when it is planned rather than framed as a departure from claims. Start by identifying the class where your experience has the greatest relevance. A liability claims specialist is likely to be more credible in casualty or professional risks than in a highly technical property catastrophe role. A commercial property claims professional may have a natural foundation for property underwriting, particularly where they understand industrial occupancies, business interruption and risk improvement requirements.

Then look for opportunities inside your current organisation. Exposure to renewal discussions, risk surveys, referral meetings, product training or joint broker presentations can materially improve your understanding of the underwriting function. Ask to review de-identified submissions with an underwriter and compare the original risk information with the eventual claims outcome. This is a practical way to develop a risk-selection lens.

Formal study can help where it fills a genuine knowledge gap, but it is not a substitute for relevant market exposure. Short courses in underwriting practice, technical classes of insurance, finance or insurance law may strengthen a transition. Their value is highest when you can explain how the learning has changed your approach to evaluating risk.

It is equally useful to develop a working view of the market. Know the major carriers, underwriting agencies and broker channels active in your class. Understand where capacity is expanding, where it is constrained and which risks are becoming harder to place. In Australia and New Zealand, those conditions can shift quickly following significant catastrophe activity, claims deterioration or a change in insurer appetite.

## Position your claims experience in underwriting language

A CV and interview should not read as a list of files handled, settlement amounts achieved or disputes resolved. Those outcomes matter, but they need to be translated into underwriting relevance.

Instead of saying you managed complex commercial claims, explain the risk patterns you identified and how they informed your judgement. Instead of focusing only on coverage interpretation, show how your policy knowledge helped you identify ambiguity, inadequate disclosures or recurring loss exposures. If you worked with brokers, risk engineers or insured management teams, demonstrate your ability to influence stakeholders and obtain meaningful risk information.

Specific examples carry weight. A candidate who can explain how poor contractor controls drove repeated liability losses, or how inadequate business interruption calculations complicated a property claim, is showing more than technical claims competence. They are demonstrating the ability to see how underwriting information, terms and risk controls could affect future outcomes.

Be direct about the move as well. Employers understand that a first underwriting role involves development. What they need to see is that you are not seeking underwriting merely for a change of scenery. You are making a considered move towards risk selection, broker engagement and portfolio responsibility.

## What employers should assess

For employers, claims talent can widen the underwriting candidate pool when traditional underwriters are scarce. The assessment should focus less on whether a person has held an underwriting title and more on whether they have the judgement, class alignment and commercial curiosity to perform in the role.

A structured transition plan matters. Early exposure to submission assessment, pricing tools, referral protocols, broker meetings and portfolio reviews gives a [claims-to-underwriting hire](https://hookerheijden.com.au/insights/how-to-assess-underwriting-candidates) the context they need. Clear authority limits and experienced mentoring reduce the risk of expecting immediate autonomy before the candidate has learned the organisation's appetite and underwriting philosophy.

Hooker & Heijden sees the strongest outcomes when the role, class and development pathway are aligned from the outset. A capable claims professional should not be hired as a cheaper substitute for an experienced underwriter. They should be hired because their claims insight adds a distinct perspective to the underwriting team, with appropriate support to build the commercial side of the role.

Moving from claims to underwriting is a change in professional lens: from managing the cost of events that have occurred to shaping the quality of risks yet to be written. For professionals prepared to build pricing, appetite and portfolio capability, that lens can lead to a substantial and durable next step in their [insurance career](https://hookerheijden.com.au/insurance_underwriting_jobs).
